Car and driver hire in Tbilisi

Hello. I am going to be in Georgia for a short time, only two days. Does anyone know how to arrange to hire a car and driver, please?

I would like to arrange this before I go to Georgia because my international flight arrives at 3:30 AM.

Some guidebooks mention the cost per day should be US $30 + petrol, but travel sites I have seen charge much more.

the price depends on whether you hire private car with driver (or driver with car :)) ) or going to take a taxi from any taxi-park.

in case you hire private taxi that formula is correct, and you can enjoy with qualified driver with good car, which will wait for you anywhere, how much time you need.

in case you choose another variant you must pay 30-40 USD/cents per Km (and no extra charge for petrol), and 6.5USD per hour of waiting, so it%26#39;s not very common to take this type of taxi for whole day, or you must call and order taxi anytime you need.

another problem is, that it%26#39;s not easy to find english-speeking taxi driver, but usually they understand where to go, and some simple words. it%26#39;s not comfortable, english-speeking driver (i mean driver with perfect english) will be much expensive.
